In your opinion, defining a bus route within a neighborhood and identifying the various bus stops along the route is better achieved by: "Planning Experts" or "Informed Participation" from the neighbors Please give one or two reasons for your answer:
Planning experts, because I don't know the first thing about bus stop design. A lot of planning details are hidden from the public and at least one expert needs to be on the team. If the team has to be either all planning experts or all informed participants, I'll choose all planning experts, although ideally it would be a mix of both. If they really are experts, then they'll know what they're doing. If they sit in a fancy office all day, then they're probably not experts in the first place.
