In your opinion, defining a bus route within a neighborhood and identifying the various bus stops along the route is better achieved by: "Planning Experts" or "Informed Participation" from the neighbors Please give one or two reasons for your answer:
I think that a bus stop should be defined by "informed participation." The experts do not know the personal needs of everyone in the neighborhood. Since these people all live near each other, it is important for them to make a decision as a group so that can all take responsibility for what happens in their neighborhood.
