In your opinion, defining a bus route within a neighborhood and identifying the various bus stops along the route is better achieved by: "Planning Experts" or "Informed Participation" from the neighbors Please give one or two reasons for your answer:
Planning Experts are called experts for a reason, they know their area very well. Participation from the local community is very important because these are the people the bus system is serving.

Planning Experts should help Informed Participants decide how they like their bus system designed.
